North Cascades Animal Refuge
North Cascades Animal Refuge is an initiative of Indigo Unlimited, a separate registered 501(c)(3) public charity (EIN 99-3699154). It is not owned by Zoe Ophelia Holdings LLC. Donations go to Indigo Unlimited, not to the LLC, and are not investments in Zoe Ophelia Holdings. Our relationship is an affiliated community connection: the same team founded both.
What it is
Okanogan County has no public shelter, and dogs and cats get dumped on Forest Service roads, in orchards, and along Highway 153. The refuge is Indigo Unlimited’s effort to open a small, local, staffed animal intake door for the Methow Valley and Okanogan County: “a door instead of the road.” It is not a warehouse of cages, and it is not a commercial kennel.
What they’re doing now
- Standing up a rural intake site with short holds, fosters, and adopters.
- Isolation space.
- Room for vaccine and spay/neuter clinic days with groups already doing the work.
- Indigo Unlimited carries insurance and is pursuing county change of use.

- First vet care for arriving animals.
